Mount Pleasant Public Library: Board of Trustees Meeting

Minutes of the Meeting of March 15, 2018

Trustees & Liaisons present: James Calabro, Larry Levine, Jorge Marmol, Emil Muccin, Mary Ann Quinn, Robert Huerster, Laurie Smalley, Joe Stargiotti

Trustees & Liaisons absent: Marcie Krauss, Paulette Dimovski

Also present: John Fearon, Library Director; Vivian Gufarotti, Assistant Library Director

Administrative: Trustee Calabro called the meeting to order at 7:33 PM

The minutes of the February 15, 2018 meeting were approved. Moved by Trustee Quinn, seconded by Trustee Muccin, and passed.

After discussion, it was moved by Trustee Calabro, and seconded by Trustee Muccin, that:
It is hereby resolved that the Town Comptroller be authorized to:
> Pay all vouchers reviewed and approved by the Library Director and the Town Comptroller, for the month of March 2018, for a total of $51,398.58
> Pay Vivian Gufarotti $494.94 for reimbursable expenses made on behalf of the Library
> Pay John Fearon $255.83 for reimbursable expenses made on behalf of the Library
201803-01 The motion passed.

After discussion, it was moved by Trustee Huerster, and seconded by Trustee Quinn, that:
It is hereby resolved that
> Ryan Freid be appointed to the position of Substitute Caretaker, effective 04/05/2018, 2018, at the hourly rate of pay for the position detailed in the Authorized Personnel Salary Schedule 2018, approved December, 2017
201803-02 The motion passed.

After discussion, it was moved by Trustee Levine, and seconded by Trustee Marmol, that:
It is hereby resolved that the Library’s 2017 New York State Annual Report be approved

Director’s Report and Points of Discussion

Library Environment at the End of the School Day
> The effort to assess the situation inside the Library at the end of the school day and make recommendations is going well
> There has been a good response to the survey deployed as part of this process
> The final step in the process will be a half day retreat to which Board members will be invited
> Town Liaison Laurie Smalley told the Board that some of her senior constituents told her that they want a quite environment in the Library.

Ongoing Effort to Address the Safety of the Library Parking Lot
Background:
> In an effort to address the situation in the Library parking lot at the end of the school day, a meeting was held in the Library on Jan. 25, 2018, including Village officials, Library management, and two Library Board members (described in an email Director Fearon sent to attendees later that day)
> At the Library Board Meeting on 2/15/18 Village Liaison Stargiotti confirmed that the parking lot reconfiguration agreed upon at the meeting held on 1/25/18 was recommended by the Village.
Parking lot discussion on 3/15/18:
> Village Liaison Stargiotti reported that members of the public had raised concerns about the plan developed on 1/25/18, including dismay that it called for closing the lot for a period of time at the end of the school day. (Town Liaison Laurie Smalley also told the Board that some of her constituents expressed concern about proposed closures of the lot).
> Due to concerns heard by the Village Board, they are rethinking the previously-approved plan.
> The Town and Village will collaborate on making a new plan to address the safety of the parking lot at the end of the school day.

Proposed Use of the Library by Senior Citizens
> Town Liaison Laurie Smalley asked if a senior group could meet in the Library this summer
> Director Fearon and Assistant Director Gufarotti will consider the proposal.

Executive Session
On a motion by Trustee Muccin, seconded by Trustee Huerster, the Board went into executive session at 8:30.
The Board came out at 9:00.

Trustee Muccin moved for adjournment at 9:05 P.M., seconded by Trustee Huerster. The motion passed.
